Tags vs Hierarchy
Tags and Hierarchy are segmentation tools that determine who sees what and where content appears in your app. These segmentation work together, as shown in the diagram below.
Here's a breakdown:

User tags | User tags are assigned to individual users and then content. | What content can a user see? |
Display tags | Display tags are assigned to sections in the layout and then content. | Where does content appear? |
Hierarchy | Users are assigned to Groups (or Teams) and each Group may have its own layout.* | What layout does a user see? |

Like tags, a hierarchical structure lets you assign content to multiple users, but with the added ability to control which user sees.
How do I use Display tags?
When you enable Include content in a section, you can create or select Display tags. See Place Content, Features, & Menus for details.
